Luis F. Arandia, Jr. is an Associate Attorney at Givens & Johnston, PLLC. Luis focuses his practice on U.S. Customs laws and export controls, representing importers and exporters before several government agencies, including U.S. Customs and Border Protection, Department of Commerce, Department of State, Department of Transportation, and other agencies regulating international trade.

On the import side, Luis has represented and counseled clients on matters including anti-dumping and countervailing duties, free trade agreements such as the NAFTA, Korea-U.S. FTA, & CAFTA-DR, intellectual property-related Customs issues (trademarks), protests and seizure petitions, currency seizures, country of origin verifications, prior disclosures, and HTS classification of goods.

On exports, Luis assists clients in navigating the U.S. export control laws under the Department of Commerce, Department of State, and Office of Foreign Assets Control. This representation includes issuing Visa I-129 deemed export control reviews, researching country sanctions and embargoes, assisting with license applications under the ITAR and EAR and ECCN classification of products and technology.

In addition to his trade work, Luis has experience in foreign air carrier regulation with the DOT, FAA, CBP, and Department of Agriculture as well as False Claims Act cases for Customs fraud.

Luis is admitted to practice law in Texas and before the U.S. Court of International Trade and the U.S. District Court of the Southern District of Texas.
