Customs enforces customs and navigation laws on the subsoil and seabed of the outer Continental Shelf and defines fixed structures erected thereon. See 19 U.S.C. §§ 1433, 19 U.S.C. §§ 1436, 19 C.F.R. §§ 4.2 (1995) and 19 C.F.R. §§ 4.30 (1995).
